Whenever you cast an instant or sorcery spell, you may conjure two duplicates of it into your main library, then shuffle. Then if there are two or more cards in your graveyard that share a name with that spell, copy it. You may choose new targets for the copy.
{T}: Quill Sniper deals 1 damage to any target if it's an opponent or if you control a storied permanent. (Enchantments and legendary permanents are storied.)
